Trumbull Business College - Safe Campus Program

The following information is provided and updated annually as directed by the U. S. Department of Education through Public Law 101-542, the “Crime Awareness, and Campus Security Act of 1990.”

Campus Security Policies and Procedures

Trumbull Business College (TBC) is a commuter campus consisting of a single building containing all offices, classrooms, and a library. Situated in a primarily residential area, the building is bounded on three sides by a private parking lot with three vehicle entry points. The college has no outbuildings, student housing, or off-campus sites. TBC’s offices are in operation from 7:30 a.m. until 9:00 p.m. Monday through Thursday. The building is open to staff and students at 7:00 a.m. and it closes its doors at 10:00 p.m.  On Friday, the building is open from 8:00 a.m. until 5:00 p.m. The campus security policies that follow have been adopted with these considerations in mind.

Timely Warning of Potential threats
Timely warnings of potential threats to safety are posted on the
Safe Campus bulletin board located in the student lounge and, if warranted, by public announcement by faculty prior to the start of classes and/or posting to the school website. The decision to post a warning is made by the president of the college who also acts as the college security officer. A posted warning will remain posted so long as the College President believes the warning to be relevant. 

Emergency Response and Evacuation Procedures

Tornado and Severe Weather Procedures: If a tornado or other severe weather warning is issued for Trumbull County and/or the tornado sirens are activated, all students and staff will walk calmly to the downstairs hallway outside of the Faculty Lounge and room 16.

Instructors should be the last to leave each classroom. After verifying that all students are out of the room, instructors will lock the classroom door and follow the students to the designated shelter area. Students may leave books and book bags in the locked room, but they should take purses and pocketbooks with them.

Students should be strongly encouraged to remain in the designated shelter area until the “All clear” signal is given, until the warning time period has expired, or until further instructions are received from an authoritative source (i.e. law enforcement, National Weather Service, Trumbull County EMA, etc.)

The Main Office will monitor current conditions through a National Weather Service “Weather Alert” radio and/or other means. When a warning is issued, faculty and staff will be notified immediately and the instructions in this procedure will be carried out. 

Fire and Other Events Requiring Emergency Evacuation: The following R.A.C.E. procedures should be followed in the event of an emergency that requires evacuation of the building such as a fire.

    1. Rescue: Try to rescue anyone in immediate danger if it does not put you in imminent danger.

    2. Alarm: Pull the building fire alarm or call 911. All fire alarm stations are labeled. If you talk with
        a 911 operator, state your name, address, and nature of the problem.

    3. Confine: If you are a member of staff, you should close all doors, windows, and other opening
        that would aid in the spread of fire or toxic fumes.

    4. Evacuate: Evacuate the building. Leave by the nearest exit. Floor plans are posted in all
        classrooms, public offices, and common areas of the building. 

Assemble in groups at least 100 feet away from the building. Staff members should attempt to quickly identify any individuals whom they suspect might still be in the building and alert fire or police department personnel. Unless an imminent life-threatening condition exists, transporting of disabled individuals up or down stairwells should be avoided until emergency response personnel have arrived. Anyone that is aware of a disabled person that is unable to exit the building unassisted should notify emergency response personnel of the person’s location. Return

 

CAMPUS LAW ENFORCEMENT AND THE Reporting of Criminal Incidence
Trumbull Business College strives to provide a safe and secure campus for all students and staff members. Trumbull Business College faculty and staff have the authority to ask persons for identification and to determine whether individuals have lawful business at the college. Persons determined to have no business at the college may be asked to leave. 

All students and staff members are encouraged to report all suspicious campus activity by any person immediately upon witnessing the occurrence. These reports should be made to D. J. Griffith, President, or Ken Miller, Director, or their designate. Notification of proper law enforcement authorities will be provided as necessary. Trumbull Business College is located within the jurisdiction of the Howland Township Police Department. Criminal incidents are referred to the Howland Police Department. Return

Policy for Reporting the Annual Disclosure of Crime Statistics
The College President prepares this report to comply with the Jeanne Clery Disclosure of Campus Security and Crime Statistics Act. The full text of this report can be located by clicking on the Safe Campus Program link on the

Campus crime statistics are compiled annually using information provided by the Howland police and the designated campus officials (including but not limited to the School President and Director). The following notice will be provided to all students during course registration during all quarters.

Notice of Availability of Annual Security Report

How to obtain a copy of the Trumbull Business College Annual Security Report. This report includes statistics for the previous three years concerning reported crimes that occurred on-campus. The report also includes institutional polices concerning campus security. This report is posted on the Safe Campus bulletin board in the student lounge. You can obtain a copy in the main office at no cost or by clicking on the Safe Campus Program link on the About Us page on the school website www.trumbull.edu.

 

In addition to posting the report to the school website, each year the report is posted to the Safe Campus bulletin board in the student lounge. This bulletin board is accessible to all students, faculty, and staff. A personal copy of the report may be obtained by request and at no cost at the college main office located next to the front entrance of the building. Return

Building Access policy
During business hours, the college is open to students, employees, contractors, and invited guests. Students do not have after hours access to the building. After hours access is limited to the College President, custodian, and such persons as require entrance to perform their duties as determined by the College President.

SECURITY AWARENESS PROGRAM
Orientation sessions for new students are held four times each year. During orientation students are briefed on college security policies, annual crime statistics, location of the
Safe Campus bulletin board, and the school website address where security policies and crime statistics can be located. Throughout the year warnings of potential threats are posted as needed to the Safe Campus bulletin board and disseminated by other means such as classroom announcements and/or posting to the school website if deemed necessary by the College President.

CAMPUS POLICY REGARDING ILLEGAL SUBSTANCES
The institution strictly forbids the possession, use, or sale of any alcoholic beverages and/or illegal drugs on campus grounds.  Students and staff members should report any knowledge of such activities to the Director or President of the College.  Any infraction is cause for immediate suspension and possible termination.  When appropriate, such infractions will also be reported to local law enforcement authorities. SEXUAL ASSAULT PREVENTION AND RESPONSE
As of July 1, 2009 there has never been a reported case of sexual assault at Trumbull Business College. However, the possibility of an assault occurring in the future still exists. The most likely place for an assault to occur is in the parking lot. It is strongly suggested that students that are concerned for their personal safety park in a well lighted area of the parking lot and not walk to their car alone especially after dark. They should walk with another student or request to be escorted by an available school employee. 

If you are the victim of an assault your first priority should be to get to a place of safety. You should then obtain necessary medical treatment. The nearest emergency rooms are Trumbull Memorial Hospital 1350 East Market Street and Saint Joseph Health Center at 667 Eastland Avenue S.E., Warren, Ohio. In addition to medical treatment, the hospitals may also provide access to counseling and other victim services. 

An assault should be reported to the College President, Director or their designee. You may also wish to file a report with the Howland Township Police Department. The college encourages victims to report sexual assault incidents and to seek medical attention in a timely manner. Time is a critical factor for evidence collection and preservation. Also, timely notification of school officials allows for the posting of warnings so that other students may be made aware of a potential threat. Reasonable efforts will be made to protect the privacy of the victim. If requested, the College President, Director, or their designee will assist the victim in reporting of the crime to the appropriate law enforcement agency.  Return
